TALIYAH – الطليعه - טליעה : Arab-Bedouin Youth for Community Development

TALIYAH (in Arabic: "pioneering"), is a community volunteer program designed and initiated by AJEEC, which enables recent Arab Bedouin high school graduates to volunteer their services on a full time basis for a year for the benefit of Arab Bedouin communities. Over the last six years, over 100 young men and women, selected on the basis of their high leadership potential, motivation and interpersonal communication skills, have participated in the program. What makes this project unique is its focus on the development and strengthening of the human resources of the Arab-Bedouin community, through the mobilization and effective deployment of volunteers drawn from the community itself – in effect, community empowerment through community self-help.

The project runs parallel to the school year, from September through June, preceded by a month of intensive preliminary training, that includes an outdoor camp. During the school year, three days weekly are devoted to activities that have run in the Arab-Bedouin towns and villages: Rahat, Tel Sheva, Segev Shalom, Abu Kaf, Abu Quidar, Laqiya and Arara. Morning hours are devoted to mentoring 3rd to 6th grade pupils while afternoon activities focus on enrichment activities, in which the volunteers draw on their individual skills and talents. All in all, the TALIYAH volunteers work with over 1,600 children throughout the year.

During school breaks, special activities and enrichment programs are organized by the volunteers for the children. Each week a fourth day is devoted to volunteering in various institutions and organizations in Beer Sheva. Activities include: working activities with children and their families in the Maagan Support Center for Cancer Patients; helping Arab-Bedouin clients at the National Insurance Institute with translation, communicating with clerks, and filling out forms, etc.; working with Arab- Bedouin clients at the Community Advocacy Drop-in Center, and providing enrichment activities for children at the Child Development Center of the Kupat Cholim Health Fund.

A fifth day is dedicated to in-service training, program planning and personal enrichment. The Taliyah volunteers also participate in two special programs sponsored by JDC-Israel: (1) Civil Society and Active Citizenship and (2) How to effectively choose one's educational and career path. On Fridays (during their free time), the volunteers participate in a preparatory course for the psychometric university entrance exams.

Most of the volunteers go on to college and university studies after completion of their year of volunteer service. They become part of the new generation of leaders for the Arab-Bedouin community.

One of the outcomes of the TALIYAH project is a didactic and activity guide in Arabic for use by volunteer tutors in Arabic language and math.
